[chapter-delegates] IM Program activities and communications

This kind of problem can be solved with e-democracy. No Board no Presidents, 
just representatives for concrete activities. This is Internet age.

We sincerely appreciate the time and effort given for our Board members. 
Maybe we do not need them more and can have some more time for make our own 
decisions and more time for ourselves also.
