[chapter-delegates] Serious Discussion on Chapters Role

will work with us to transition the program to something we can all accept."

Internet is for everyone: It´s only a slogan now?

Let´s make it serious discusion. No "pre made" facts and some irrelevant 
discusions around it.

1. Reveal the program.

2. Rethink a new participating program, in which donating money o supporting 
with money does not mean, at all, votes.

3. Put the Chapter Assembly as the real (in fact WE ARE THE WORLD) and 
maximum gobernanze organism inside ISOC.
