What about calling those 43% an 'Inter-regional Chapter' and integrete
them into Stefano's regionalisation proposal. International Chapter, may
have own statute compatible with ISOC guidelines, any membership fees they
want, it can name their members how its (internal) board wants, etc. If
somebody, for some reason, prefers to be the member of an International
Chapter and not of its national Chapter, its her/his free choise.
But disregarding, whether they are members of ISOC-XY or of ISOC-INT, they
should all be EQUAL members of ISOC.
