Chapter-Delegates:

I agree that the decision to enact a $75 membership fee and the creation of
an Associate Member category are measures that set ISOC back and deepens the
marginalized feelings of all chapter members. I was taken aback by the ISOC
HQ mailing sent out to the members announcing the new membership structure
while we were in the midst of discussing these issues through this venue. As
a coutesy, this announcement could have been held until the Board meeting.
What was the rush? What could be achieved by sending it at this very moment
of contention over these policy matters? It felt like a hard smack in the
face, a subliminal message that our opinions just do not matter. 

I am seeing and feeling a sense of powerlessness when I read that from
Veni's email that says
"However, I have to warn you that presenting one's point does not mean it
will be heard. It will be listened to, of course, but heard - I hope so, but
I am not sure."
I hear the frustration and the resignation in his statement. And since Veni
is someone I have a deep respect for, I believe that we need to support our
Chapter reps on the board so that they know that they speak on our behalf.

I believe that we should enact a resolution that is clear and that we all
can sign to be submitted to the board on behalf of all the chapters that
includes reversal of the $75 fee for Global members, the establishment of
our chapters as an integral part of the ISOC global structure and its
members considered full members of ISOC with a free status and the inclusion
of a chapter funding initiative that asks the Board to define exactly what
funding can be expected from ISOC and within what timeframe.

We are in the midst of the worst crisis, one that has been referred to as a
crisis of leadership. We are now reaching a turning point that can only be
averted by decisive action, action that will indicate to us at the chapter
level that ISOC takes our views into account and will respond accordingly.
Unless these measures are carried out swiftly and the Board responds pro
actively I foresee deepening splits and the potential of disaffiliation. The
worse situation of all would be that ISOC loses its bid to extend its
management of the .ORG domain when it comes up for renewal next year because
its chapters will send letters of protest instead letters of support.

A lot is at stake here and we need to allow for concrete positive steps to
change the course in which we are headed. For the sake of clarity, the
Internet Society of Puerto Rico wishes to lend its support for a unified
ISOC under the guidance of a Board of Trustees that is sensitive to the
global internet community, we want to be considered among the chapters that
offer unswerving support to the Global organization that was the dream of
Vinton Cerf, Robert Kahn and the many visionaries that saw the need to build
a global organization for everyone.
Let us not fall into acrimony and behave out of anger.
Let's make this dream happen....

I think between Stefano and Wladek inputs, these represent not only 2
people's point of view but several chapters and this is what the Board
needs to be aware. 

Stefano's input was sent to the Excom. I see that Veni sent to the Board
list.

I also share Wladek's presentation fundamentals however I find the
presentation long and the presenter could loose focus of the message.
Three or five slides will make more effect. I find issues such
membership fees must be locally affordable; No voting privileges for
sale; restart the process is cheaper than another schizmcan, etc.. are
important but are a bit lost.

I would advice to get these 5 slides max that represent the view of most
chapters however, Wladek's paper should be also sent to board too.

I have been reading most mails but unable to respond due to almost 3
weeks of flue and lots of antibiotics....
