[chapter-delegates] Suggestions about new membership system

I think the problem is more in culture than in process.
It could be easier for everybody that HQ just share systematically its
thoughts, ideas, problems and suggestions with the chapters using this list
(or the blog).
It will give us the oportunity :
- to express our opinion and concern before people at HQ invest a lot of
time and energy,
- to support the solutions proposed by HQ when we agree with them.
- to find sometimes alternative solutions (few hundreds brain are allways
bettrer than 10) ,
For that we must cut the corporate mentality and culture and stop to see
chapters and at large members as necesary problem but as part of the solution.
That needs a cultural move to openness as a way of do.
