I think this is a good idea either way. I also think that the chapters 
have been trying this for some time, although it appears that many 
blockages have been put in place by ISOC hq. Control of the membership 
fee is only the latest of a string.... the membership system and the 
translations and the surveys, etc. are but examples of others.

I propose we create a council of chapter representatives. Probably ten 
will be good as we can use the five continental regions (used by other 
Internet groups) and have two reps from each region.

We can submit a proposal that suggests we need to have improved 
governance structures to ISOC as a project proposal for funding so that 
we can have an election and regular meeting.

That way we can possibly have more people spending concerted efforts in 
resolving this for the long term.

I would consider this as the council of ISOCFE
