Almost no ISOC chapter members of any developing country anywhere are
going to be able to afford a $75US annual fee on top of whatever they
are paying to their chapters right now (even if the local dues are free
as in the case of PICISOC).
Then that means they're not going to have a say, or vote, or voice in
anything ISOC does.
So it then follows that there isn't any reason to have ISOC chapters in
developing countries at all.
