[chapter-delegates] FW: Draft ISOC strategic operating plan

Sop v1.8.pdf is incompatible with Acrobat Reader 5.0.

Sop v1.8.doc seems to be incompatible with MS Word 2000.

What is wrong with internet-standard compliant text formats, such as 
plain ascii text, HTML, docbook or XML? Is there anybody at ISOC 
headquarters who actually knows how to use the Internet mail?
