[chapter-delegates] New Membership Level

We only ask that the names should not be Associate member and Member.
Member and Voting member sounds much better and we use that term quite
regularly in Indonesia.

Associate, if literally translated to Bahasa Indonesia, will means either:

Someone who works in the same place with me and listens to my orders

or

Someone who imitates me.


therefore,
the current 100s physically verified members (copy of IDs and signatures
available), including myself feels very sad that we have suddenly lost our
membership and becomes mere Associates. Even if we can afford to pay, I
don't think ISOC's bank accept credit card from Indonesian banks, does it?
