[chapter-delegates] New Membership Level

Well a paying member could have discount at INET and other conferences, 
receive an ISOC pin and a membership card, be on a award program 
(frequent flyer stuff of some sort, hotel discount, discount on amazon 
books,...)... I think we can find a proposition that makes it worthwhile 
to become a paying member.

but not buing more voting rights...

Thinking of it, I'd like the idea of a discount on amazon books, but we 
could have discount on IBM, HP and cisco products, or a access to some 
online support with the above... and IBM, HP and cisco are ISOC members...

Also it is time to raise the voice. I think ISOC must withdraw this new 
membership program now, or modify it quickly. The chapters have clearly 
spoken, the membership could speak soon if requested, and we don't want 
to go there...
