[chapter-delegates] New Membership Level

EXACTLY...  How did ISOC get such an incredible membership boost in the 
first place?!?  We're set for a drive that's going to bring in an 
estimated 500 new members...  We cannot afford to charge them (as many 
are students and/or are poor).
