Ugh.  Mike gave the secret away.  Also, I have learned doing
planning for large companies that if the plan writer have to go
out and explain the alternatives to the people the plan will
affect, they always will write a different and better plan when
they come home and close their doors to write.  Closing doors
first and writing is not productive.
