I agree with you. It will be difficult, as ISOC does not have a 
procedure on how to work with that, but this is one of the most 
important questions confronting ISOC.
At the same time, I encourage all chapters to read the report (only 
18 pages), and prepare statements to the WSIS with respect to it. 
Ideally, these statements would be also delivered to your Foreign 
ministry, department UN. We have to show the governments we want less 
governmental control over IP addresses and DNS.
