Thanks Gene, this is helpful.  Some additional references below.

There are other sections of ISOC's web site that would also be 
helpful in the development of any specific chapter policy actions:

- as you mention above, ISOC's WSIS site at:

interventions/papers spanning several years.   And the url listed 
below is the position at the last WSIS PrepCom in February 2005:

Please note: it is important to remember when reading any of these 
statements or associated Briefings that this process began in 2002 
and the statements reflect whatever was under discussion at the time. 
The process has evolved, and the topics have evolved, and/or perhaps 
the emphasis on the topics may have changed.  The statements were 
specifically crafted to address the points under discussion at the 
time (and often were drafted in the meeting in response to the 
comments from other speakers), so not every position covers all 
aspects that ISOC cares about.

governmental bodies, other authorities, media, etc.  ISOC staff will 
be very happy to help, to clarify ISOC's position, or review any 
materials you'd like.  Specifically, Peter Godwin and Mirjam Kuehne 
would be your contacts (cc'd above).  And, please send us any 
translated materials so that we may make them available to others.
