I decided not to talk at the end of the meeting, when people are tired, but 
here's what I wanted to say, and sent this for distribution by Markus 
Kummer to the WGIG members.

Dear Mr. Desai, Dear Mr. Kummer,
Dear colleagues and friends,
The issue about public policy is very important. We have seen different 
options in the 20th Century of ways for defining public policy.
However, with the Internet development, and the development of different 
regional unions, e.g. the EU, we see in the 21st Century a totally 
different approach, at least in the European Countries.

E.g. the issues of network security are being dealt with by the ENISA. The 
.eu TLD is being run by a consortium, which includes many countries, and on 
the Board of which are also non-governmental entitites like the ISOC-ECC.

In the case of Bulgaria, the issues about IP address allocation and DNS 
work have been defined in the Bulgarian Telecommunications Law ╜ that's our 
contribution to discussion here.

The Bulgarian experience is clear and obvious ╜ only in partnership between 
ALL interesteed parties, or stakeholders, - only then we were able to find 
the solution. When government was trying to solve the problem on their own, 
there was no solution, and the problem was becoming bigger and bigger. The 
moral of our experience is that when civil society (experts, NGOs, 
academia) was left by the government as part of the landscape, there was no 
solution.

We urge the WGIG to look for the solutions, which include all stakeholders, 
not only some. If only some are included, WGIG will be part of the problem.
