It is obvious not all countries can agree on everything at any given
time. This is why there are institutions like the UN, G7, etc to
negotiate these things.
The RFC writers were wise to consider they do not have to decide what is
a country, and rely on the ISO-3166 agency for that. Similarly, it
should not be left to engineers to decide on the most political aspects
of ccTLD (re)delegation. Nor should any single government be in a
position to oppose it for political reasons.

The question is how we control the UN agencies. Public administrations
do what politicians tell me to.
I really do not see how a single government could take an unbiased
decision for the common good of the whole planet, especially if it goes
against its own interests.
