The subject is relevant, but as noted the article is scaremongering.
Equalling UN and ITU leadership to "...dictator's wife's third
cousin." is pretty poor rethoric. And as to the more substantial
parts like:
"In fact, if the U.N. and the ITU were successful, it is not difficult
to envision a Balkanization of the Internet as whole portions of the
Internet decide they did not want to rely on the U.N. and the ITU for
their single authoritative root."
Alternative DNS roots have existed in the past and they have flopped
after a while. ITU has _more_ experience in managing an international
registrar than ICANN, as the telephone system is slightly older than
the Internet.
Furthermore the importance of the namespace root's management is
quite often blown out of proportion. While more TLDs would be useful,
we don't really need them. The country domains are equivalent to the
international telephone number prefixes, and the rest of the TLDs are
beyond that. We used to be able to find people's telephone numers and
addresses even before the Google, perhaps we could still do it.
However this article is useful in showing what is being discussed and
we, as the ISOC, should be prepared to address these questions, even
if some of us consider them trivial.
