You forgot, that if you work for 5 years in the UN system, then you have 
won a retirement package valued to your last pay...

And most reports in the UN finish by:
"More consultancy is needed"

But it is a great forum where small countries seat besides big ones, and 
even this is the only reason why Castro can travel to the US. Keeping 
the communication channels open is important.
