You are right Alejandro. We actually need ISOC chapters and members to
help draft  the ISOC policy statements, to better reflect the diversity
of thought within ISOC.
I am not sure the chapter-delegates list is the right forum for this. We
have a memberpubpol at elists.isoc.org list specially intended for that
purpose. I suggest we move the debate over there.

I would also suggest that postings regarding ISOC public policy also get
forwarded to the internetcollaboration at elists.isoc.org, because this is
the committee drafting the statements.
