[chapter-delegates] Latest ISOC WGIG statement

Dear Prof. Berleur:

I am sorry for the delay but I was doing some background checking on this
information inasmuch as I myself had not participated in it directly. 

Our Public Policy positions are developed based on long-established
principles developed with and agreed by the ISOC Board, members and
chapters, in some cases are reviewed with members of the I* community and
these and have been expressed in various ways - going back to some of the
first Member Briefings from the fall of 2003 when WSIS I was underway.  This
was not a new position, the one you asked about.

We have made statements or published papers at each WGIG or WSIS meeting and
our position has been consistent even though we developed it further over
time. If you look at some of our first info bulletins (‘The Genius of the
Internet’  (http://www.isoc.org/news/4.shtml); and ‘The Internet Works
Through Coordination, Not Governance’  (http://www.isoc.org/news/7.shtml))
you will find the same underlying position. It is possible that our language
has become a little more direct, perhaps because we felt that this was
needed in order to be heard by WGIG.

And all the time we have worked closely with others of the I* community to
ensure we're not alone with our position. We also take steps to ensure our
statements are aligned with ISOC's principles and with the majority of our
members. 

Patrick Vande Walle mentioned a committee. That committee has 22 pretty
active participants, 11 of whom are also members of chapters although they
are not specifically asked to 'represent' their chapters. This is part of a
broad effort to accomplish what I mentioned: a statement aligned with ISOC’s
principles and with the majority of our members.

Dear David,
I would be happy to have an information about the 
process of elaboration of this statement of ISOC 
to the WGIG. How have the chapters been involved 
in this process?
I don't think that this position will help the 
working group to come to a satisfactory position 
for the next phase of the WSIS in Tunis. It seems 
to me an aggressive position which doesn't take 
into account so many voices around the world. I 
don't understand how a technical position 
(including standardization) could dictate a 
global approach as requested by the WSIS (first 
phase, Geneva) in its Declaration of Principles 
(N° 48-50) as well as in its Plan of Action (N° 
13, where the terms of reference of the WG are 
quite clear). There are surely technical 
problems, but also public policy issues.
What has been the process of elaboration of the so-called "ISOC statement"?
