To me, it is. It is also a source of consistent disappointment, even if,
as it often happens, this might just be a diplomatic move to "scare" the
opposite side of the discussion and start the negotiations from a
stronger position.
But, as a European citizen, I think that, if the USG position remains
like that in the long term, the European Union should set up an
alternate root server system under its own control. Actually, I already
know of a few friends who, after having read that document, have
re-configured their BIND installations to only use the I and K root
servers...
