Gene,
I'm saying that candidates don't need to be chapter members. But, at the
end chapters elect their "representatives" through their voting. So in
the interest of chapters, we must nominate people who understand well
our constituency. Despite that elected trustees represent every
constituency on the ISOC board and not just chapters or organizations.

Are you saying that the ISOC board member elected to represent chapters
need not be a member of, or active in an ISOC chapter?
