[chapter-delegates] Proposal of the Internet Fiesta ISOC Chapter

Dear all,

Philippe Boland and I, have been discussing about the creation of an
Internet Fiesta ISOC chapter. 

The proposal is as follows: The organizing commite for the Internet
Fiesta every year could become a chapter. 

The main objectives for such initiative are:

- Potential financing from one of the UN agencies for such event in
several countries
- Establish a link with the UN and global offices 
- Contribute to the marketing of ISOC at a global scale through the UN

Philippe has approached UN in this endeavour
