[chapter-delegates] ISOC web site stuff

I do a little follow up

Where are the flags on the main page of www.iosc.org that links to the 
various translation of the ISOC mission statement with links to local 
chapters in local language.

I though we agreed it was a good idea and someone was woring on it in 
ISOC HQ

Also, you can become a member of ISOC, but you cannot stop to be a 
member of ISOC. It is important to write on the subscription page that 
to stop being a member you can inform ISOC or fill up a form.
