[chapter-delegates] WSIS PrepCom III reports

Hi,

To let you know that the Pacific Islands have an adviser at 
WSIS-PrepComm III and she is making daily reports. She focuses on 
Pacific Islands, but I'm sure you will get an overview of what is happening.

I think it will help you to understand the WSIS process while not being 
there and allow you to make recommendations to ISOC in regards of WSIS.
