[chapter-delegates] archive is public as 1 January 2005

This archive is now public but only as of January 1 of this year. 
Although the consensus of the list was to make the archive public I do 
not believe it is reasonable to make that retroactive.  Contributors 
dating back to 2002 had a certain expectation of privacy and we should 
respect that.

The older archives are still available, but only upon request.  I have 
not found a good way to make part of the archive private and part of it 
public, so we are stuck with a partly manual system.

Thanks to everyone who participated in the discussion of the policy for 
the archive.
