[chapter-delegates] Access to list archives

Hi,

I am a little puzzled about this as we all agreed (with exception of 
LA) that the list should be made public?

Yes there were a few concerns about it being retroactive, but James 
clearly stated on Dec 20:

This appears to be outstanding along with the list of other items:
- membership system
- translations of the main ISOC web site
- others?

I see that there are some great new proposals, but I find it 
challenging to contribute to something that appears to be on top of a 
list of agreed outstanding items to do.
