Dear Terry, Jim and all,

I've been recently visiting personally Mr Che-Hoo Cheng (the contact person
for this application) and an "historic" of the internet in Honk Kong. 

After installing the .HK  supporting and pushing to create neutral internet
exchanges there, and do a lot of community work, I considere him a true
pioneer over there among with Pindar Wong and many others.

I'm so happy that finally they're ready to create a formal chapter. Because
individually they have (and they're) the "internet-engines" in that zone.

I'm really glad to see they're organizing themselves to push together to
have a better Internet over there. And personally endorse them. Is not that
I don't have any reason to reject this propposal, but just the opposite. I
cellebrate so much the opportunity to have a brother-chapter in Hong Kong.
And is an honour to be able to know such a great people in their fields:
university, society and industry (look at the founding members).

On behalf of Jim Galvin, VP of Chapters, ISOC is submitting Chapter
applications to this mailing list to give you an opportunity to comment on
them.  The VP of Chapters is most interested to hear if there exist reasons
why a Chapter application should not be accepted but you're welcome to offer
statements of support, too.
Later, we will send a package of the proposed Bylaws and officers to this
list, again for you to comment.

Criteria to date for evaluating Chapter applications and Bylaws has been
pretty straightforward: unless there's a good reason not to accept a
proposed Chapter it is approved.  As part of involving you in the process of
reviewing these materials ISOC is open to suggestions on additional criteria
you believe are relevant. Since you are already successful operating
Chapters, you are best positioned to comment on what is likely to be
successful.

The application is copied below for your consideration. If you have any
comments, questions or concerns, please respond in by Sept. 1, 2005 to

ISOC CHAPTER APPLICATION: for ISOC-HK

A. Proposed name of the Chapter
The Chapter name must include both "Internet Society" and "Chapter". These
may be translated into your local language.

Internet Society - Hong Kong Chapter (ISOC-HK)


B. Community of Interest the Chapter will to serve Geography is a common
choice for a community of interest, for example, within a country or city.
However, any well-defined group of individuals is acceptable.

C. Purpose and Scope of Chapter
It is important to indicate how you intend to serve your community of
interest and why a Chapter of the Internet Society is a good way to do it.

The main purpose of ISOC-HK is to encourage and foster more opportunities
for Internet professionals in Hong Kong to participate in international
Internet community activities.  These include participation in the
development of standards, protocols, administration and the technical
infrastructure of the Internet.

ISOC-HK intends to promote and inform members of the activities and
initiatives in the international Internet community, including at ISOC,
IETF, ICANN and other organizations.  ISOC-HK also intends to reach out to
other ISOC chapters or like-minded organizations to foster sharing of
knowledge between members as well as to organize work or study exchange
opportunities around the world to and from Hong Kong.

Even though Hong Kong is a technologically and economically advanced city,
its participation in international efforts, especially on voluntary,
individual basis is not very active.  Also, many professionals in the city
lack international exposure and experience, particularly in cross cultural
collaborative initiatives.  There are already a number of IT related
organizations in Hong Kong, but none as we are aware is internationally
focused with a local scope.

ISOC-HK intends to provide a forum for discussion of issues that affect
Internet evolution, to foster an environment for international cooperation,
and to serve as a platform for collaborative efforts to promote the Internet
as a positive tool to enrich and benefit the people in Hong Kong as well as
to enable a culture of self-governance that works.

We believe that ISOC's mission and vision aligns very well with our
callings, and that the vast network of international ISOC chapters and
members will help excite participation from individuals in Hong Kong onto
the global stage.  Therefore, the establishment of a Chapter of the Internet
Society is the best way to fulfill our goal.

Some of us are pioneer members of ISOC and have attended INET Conferences
since 1992.  We also tried to bid for hosting INET 2000 Conference in Hong
Kong (led by Hong Kong Internet Service Providers Association).  Therefore,
we do have long relationship with ISOC and so establishing a local ISOC
chapter in Hong Kong is indeed long overdue.
