[Chapter-delegates] Draft ISOC comments on WGIG report

I congratulate the team for their good work. 

Given UN members are governments, are they the right vehicle for governing innovations or interventions? I find the report top-heavy.

More bodies means more wastage, more delays, more red tape, more inefficiency, most costs, etc.

I think "Focus on the individual - the individual Internet user and the individual who has not yet been able to connect.  Focus your attention on issues that will affect their lives and the way they use the Internet." says it all.

Or perhaps the report should indicate value add to its proposed recommendations?
