For those who don't know Vittorio, he's a member of the WGIG (and ICANN 
At-Large Advisory Committee and ISOC Italy). Vittorio's Internet 
Steering Group plan sounds like an attempt to turn the WGIG into a 
permanent body (or to create something that resembles it). But you can 
judge for yourselves, I've attached the proposal to this message (I 
converted it from rtf to pdf).
