[chapter-delegates] Membership Level Names

Dear Chapter Delegates:

We appreciate all of the thoughtful and constructive comments we have
received about the suggestions we posted on changing the names of the
membership levels. Enough time has passed since we floated these suggestions
that we feel that those who wanted to offer comments have had a fair
opportunity to do so. 

Based on prior mentioned concerns and on this recent feedback, we have
decided to go ahead with the following names which we will start to
implement now:

The free membership level will be known as 'Global Members'

The paid membership level will be known as 'Sustaining Members'.
