I hope we can hear from Fred and Lynn on that topic.

I said "whatever it is" because for me neutral in todays environment is not 
possible. You are either part of the problem, part of the solution, or part 
of the landscape. Where is ISOC in this triangle? I was told that because 
ISOC has been active once, it was not considered as a not-a-neutral 
organization ever since. I don't know what exactly happened some years ago, 
and what was that, but I guess I could always ask Don Heath to tell us.
