Actually it matters a lot. People don't want repeating e-mails. As we saw, 
we got an upset messages today with three exclamation marks to stop it cc: 
the list.
I understand Jim's arguments, but there are different ways of solving this.
First, it could be changed, and we can see if someone will complain (easiest)
Second, as Jim suggested, we may have a poll (easier, but can not guarantee 
participation)


However, the driving force should be not if it's OK for my reader, but if 
it's OK for the developing countries chapters' representatives.

btw, Jim, when you said there are 300+ subscribers, can you identify how 
many chapters they represent?
