The date from Wikipedia when the contract ended sounds about right. JJ Garcia-Luna-Aceves at UC Santa Cruz could tell you. He was heavily involved with the last proposal effort for the NIC at SRI. Even though he was at SRI in 1985, I am pretty sure JJ hadn't moved to the NIC yet. I think Jake Feinler was still running things. Ole Jacobsen could also probably fill you about the 1985 time period.
