Dear Chapter Delegates,
I am Ibrahim Moussa, President of the Internet Society Chad Chapter, and I am asking for your vote for the 2027 ChAC Steering Committee.
I come from one of the most challenging Internet environments in the world: a landlocked country, with costly access and limited infrastructure. That is exactly why I am running. Chapters like ours learn to deliver with very little, and that experience can serve the whole community.
What our chapter has delivered:
• Co-founded TCHADIX, Chad's first Internet Exchange Point (2024), presented at AfPIF 2026 in Kigali
• Member of the national IGF MAG and active in the Central Africa IGF and its school (CASIG)
• National cybersecurity awareness month with Chad's cybersecurity agency
• As a university lecturer and head of department at ENASTIC since 2019, I have trained hundreds of young people who now join our community
What I will bring to the ChAC in 2027:
1. Chapters helping chapters: pair experienced and emerging chapters, so no chapter starts from zero.
2. A practical toolkit, built from real cases, on how a small chapter can launch a national project (an IXP, a national IGF, a youth school).
3. A real voice for under-represented chapters: a quarterly open call for Francophone and Central African chapters, with their priorities carried to the Steering Committee.
4. Training at the heart of the ChAC: my experience as an educator, put at the service of capacity building across regions.
I am fully available for this role: I will attend every Steering Committee meeting, answer this list, and report back regularly to all of you.
Voting opens on Thursday 22 October. I would be honoured to have your trust.
