<p>Just to note ... that usually when a vote is sent to Chapters,
there is: <br>
<br>
a) a heads-up email about the upcoming vote sent to the Chapters
before the actual ballot is sent-out;</p>
<p> b) the actual ballot is emailed out;<br>
</p>
<p> c) a notification email (distinct from the actual ballot) that
is sent to Chapters informing them that the ballot has been sent
to them, and to look for it in their Inbox/Spam folders;</p>
<p> d) an email reminder sent in the middle of the voting period,
say a week before the deadline;<br>
</p>
<p> e) a final reminder to vote emailed a few days before the
deadline.<br>
</p>
<p>In this case, we are getting only the last of the above [e], and
it is only thanks to Olivier that many of us know about the vote
at all. <br>

document with all related materials and the voting
