the past decades, the Internet has seen both astonishing growth and
revolutionary change. In addition to being a constant source of communication,
information, and entertainment, it has become an extraordinary engine of
economic growth. It provides both economic opportunity and a sense of community
to all who can connect. </span><span style="font-family:Arial,sans-serif;color:black"></span></p>
<p style="margin-right:0cm;margin-left:0cm;font-size:12pt;font-family:"Times New Roman",serif"><span style="font-size:11.5pt;font-family:"Open Sans",sans-serif;color:rgb(80,80,80)">Despite
those benefits, the vision of what the Internet can and should be is under
threat. It is painted as an avenue of misinformation, a locus of criminal
behavior, and a source of community distrust. Its benefits are taken for
granted, and its risks are magnified for political gain or sensationalist
rhetoric. </span><span style="font-family:Arial,sans-serif;color:black"></span></p>
<p style="margin-right:0cm;margin-left:0cm;font-size:12pt;font-family:"Times New Roman",serif"><span style="font-size:11.5pt;font-family:"Open Sans",sans-serif;color:rgb(80,80,80)">The
Board of Trustees believes the next five years are pivotal in the Internet’s
