There are two possible interpretations to this, and I'm wondering
which you mean. The first is that you think Chapters might want
to know these details in advance so that they can have input to
the course of action. The second is that Chapters might want to
know detailed plans of action because they're curious, but do not
expect to have any influence on the action.

Sorry to say, but unfortunately you are missing the essential point
that Chapters are often the most active *front* in a country's
discussions with stakeholders including governments:<br>
The third "interpretation" which you are sadly missing is that a
Chapter Rep might receive a call from a Ministry, or, worse still, a
member of the Press, asked about something that ISOC HQ has just
published... and having to respond "sorry I was not aware of that" -
which discredits the whole Internet Society Organisation as one
whose right hand does not know what the left hand does. It's common
courtesy to give people on the ground a heads up.</div></blockquote></div></div><div dir="auto"><br></div><div dir="auto">+1</div><div dir="auto"><br></div><div dir="auto"><div class="gmail_quote"><blockquote class="gmail_quote" style="margin:0 0 0 .8ex;border-left:1px #ccc solid;padding-left:1ex"><div> Surely ISOC can do
