<p>Hi Christian</p>
<p>Yes, a joint statement by other ISOC chapters would be very
useful. <br>
</p>
<p>The voting of the bill in the Brazilian Senate, due for
yesterday, has been postponed to next week, after intense
opposition and pressure by many organizations. This is the third
time that the voting is postponed by 1 week, because of strong
opposing voices. But the text of the bill is not becoming
better, much on the contrary ... So any additional voices
against the bill may be very helpful at this moment.</p>
<p>It is important to notice that, even if the bill is approved by
the Senate (where it has been originally proposed), it will go
the House of Representatives for a new round of discussion and
voting, and we will have another opportunity to avoid its
approval or, at least, convince the Representatives to modify
its content considerably. <br>

<div>Dear all: </div>
<div><br>
</div>
<div>I don’t know if all of you are aware, but a very
dangerous bill draft is being considered by the parliament
in Brazil at this moment. </div>
<div>Despite the strong opposition from different
stakeholders, it is possible that the bill is voted today at
the Senate. </div>
<div><br>
</div>
<div>The bill is promoted by the opposition and their
supposed objective is to limit the use of fake news by the
ruling party. they accuse the President and his team of
using false information in their benefit. </div>
<div><br>
</div>
<div>However, the solution proposed is very very bad
and it challenges some of the pillars of the Open Internet
that most of us have been defending and promoting for many
years. And of course, it contradicts several principles of
the "Marco Civil" of the Internet in Brazil, that was a big
achievement of the local community, approved in 2014. </div>
<div><br>
</div>
<div>Sometimes, we pay too much attention to what
happen in USA, like all the controversy around Sec.230 (what
is right of course) and we don’t see other things happening
in other parts of the world. </div>
<div><br>
</div>
<div>Brazils is one of the largest democracies in the
world, it’s a big country and a country that has been a
champion in the adoption of the MSH model for the Internet. </div>
<div><br>
</div>
<div>Things that happen in Brazil can have a big
impact in other places. This is a very important issue. </div>
<div><br>
</div>
<div>The Brazilian chapter of Internet Society has
issued a declaration stating the risks of approving this
bill. <a href="https://www.isoc.org.br/noticia/nota-do-capitulo-brasileiro-da-internet-society-sobre-o-relatorio-ao-pl-2630-2020-de-autoria-do-senador-angelo-coronel" target="_blank">https://www.isoc.org.br/noticia/nota-do-capitulo-brasileiro-da-internet-society-sobre-o-relatorio-ao-pl-2630-2020-de-autoria-do-senador-angelo-coronel</a></div>
<div>I’m not sure if it is available in english. </div>
<div><br>
</div>
<div>There is a big campaign in Brazil supported by
many regional and global organizations, against this
proposal. </div>
<div><br>
</div>
<div>This statement <a href="https://www.apc.org/en/node/36540/" target="_blank">https://www.apc.org/en/node/36540/</a> is
supported by (so far) 47 local, regional and global NGOs. </div>
<div><br>
</div>
<div><br>
</div>
<div>This is one of the BIG things we should be
paying attention to at this moment. </div>
<div><br>
</div>
<div>I’m sure there are many Brazilians in this list
who can provide much better information and to explain in
detail this issue. </div>
