established by UN General Assembly Resolution 73/27 to
address international security and use of ICTs and open to
all UN Member States. The mandate of this group is to
consider 6 areas: (1) existing and potential threats, (2)
rules, norms and principles for responsible State behavior,
(3) international law (4) confidence building measures, (5)
capacity building and (6) regular institutional dialogue.<span

substantive sessions (September 2019 and February 2020) and
an informal intersessional consultation with NGOs was held
in December 2019 to gather views in these areas. The initial
pre-draft report is the first attempt by the Chair at
capturing some of common elements from the two substantive
sessions where the group can build consensus. A second
pre-draft report is anticipated along with a response
period, to be followed by a draft report for negotiation at
the third and final substantive Session in July.</span><span
