Dave and all,

Raul has already replied, I'm sure Gonzalo will too, but my
perception (as a recent board member) is that both the board and
staff are in favour of strengthening chapters.

In recent years, the total quantum of funds to chapters has
increased very significantly, and the procedure to get them was
streamlined. Chapters can now get finds for chapter admin, as well
as events and "Beyond the Net".

Having said this - yes, staff do tend to be conservative, and we
should not expect radical change overnight. However, I believe that
both ISoc staff and Board are on the right path, and we'll reach our
goal eventually.
