For regional representation (which, I agree, is important), the chapter advisory council stucture that CW and others are pushing seems likely to solve that issue.

As for why I didn't vote, then on numerous occasions on this mailing list it has been mentioned that the representatives that chapters choose for the board are not really representatives in the traditional term. In the sense that, well, we vote for them and we choose them, but they can't really do anything for us and we shouldn't expect it either, because it's not their role. This pre-selection process seems kinda odd as well. I'm a big fan of democracy, but this is not it.

Unless we actually ask, we won't know why people abstain.

Having served in the past on the nomcom, I know a *lot* of effort
goes into finding good quality candidates. It is extremely time
consuming and you meet some utterly outstanding people.

Unfortunately that doesn't solve the systemic issues that people from
under-represented groups (regions, genders, cultural groups etc) face.
Quite simply the pool is larger from the developed nations because of
that development - more people simply have more opportunity to
undertake the activities that qualify them as candidates! There are
other reasons also.
We need to grow our own a bit more - probably through the leadership
programs we have.
