<div style="direction: ltr;font-family: Courier New;color: #000000;font-size: 10pt;">
Friend Ang,
<div><br>
</div>
<div>I have finally read your article on Internet Governance from the Journal d'Etudes Americains, quoted below, in enough detail to comment. Allow me to do so briefly, among other things because I think that this list of ISOC Chapter Delegates has to discuss
emerging issues in order to help shape ISOC's global policies and their presentation. </div>
<div><br>
</div>
<div>I have come to a diverging opinion on a couple of aspects of your paper, which I commend you and your co-author for writing as it has a powerful, well-researched argumentation.</div>
<div><br>
</div>
<div>1. I do not believe that we have to choose "two out of three" between globalization, democracy, and sovereignty for each issue in Internet Governance. As long as you use those coordinates (other sets are possible, but OK, these are reasonable political
coordinates) you should think more of a triangle with the three at the vertices, and the options as comprising the whole surface of the triangle. Each country (as long as it is countries you count) will choose a point in this plane; some will be along the
axes, thus having excluded a coordinate, and some will be inside the triangle. Think of phase diagrams if you can take the terminology from physical chemistry and engineering.</div>
<div><br>
</div>
<div>2. I believe your paper itself points to another significant difference (when you mention different points arrived at on different issues, on ACTA and the like): almost no country has a single combination of your three variables for all issues. Instead,
on each of the now-canonical as well as new Internet-Governance issues there will be a different combination. You would have to draw a fresh triangle for each issue: global DNS (and even some issues here like IDNs), spam, phishing, etc. attract a different
combination of the three coordinates. Some countries may prefer to act in global cooperation against phishing whereas others will stick to their own laws. And so on for many other issues.</div>
<div><br>
</div>
<div>3. A particularly tasty analysis would apply to the presently raging issues related to communications surveillance, pervasive passive communications monitoring, espionage, and correlation of openly available information. This is left as an exercise for
the reader. Spoiler: you will most likely agree that all this mess is not essentially an Internet Governance issue. Nor has wiretapping been a "global telephony governance issue", much less one in which intergovernmental, multilateral agreements have made
citizens' lives (especially if politically active or victims or organized crime) any better.</div>
<div><br>
</div>
<div>Yours,</div>
<div><br>

<b>Asunto:</b> Re: [Chapter-delegates] Montevideo Statement on the Future of Internet Cooperation<br>
</font><br>
</div>
<div></div>
<div>
<div>If I may be so bold to share an article otherwise likely to be read only by my co-author and our respective mothers . . . .</div>
<div><br>
</div>
<div>I did an academic paper investigating this question: how far can "Internet cooperation" go? Is the goal/ideal (world peace, Internet-as-a-happy-family) we all seem to be aiming for realistic? It's to be published in <i>Revue française d'études américaines
</i>in English. The paper was presented at the IGF in Lithuania. It's available at <a href="https://docs.google.com/file/d/0B8p9HJg2cUQ2a3dKdEg0MnljWDg/edit?usp=sharing" target="_blank">https://docs.google.com/file/d/0B8p9HJg2cUQ2a3dKdEg0MnljWDg/edit?usp=sharing</a> and
is especially helpful for those suffering from insomnia.</div>
<div><br>
</div>
<div>The paper has two parts. The first part uses a theory from Dani Rodrik, political scientist at Harvard, and he shows that there is trilemma in international cooperation. You have globalization, democracy and national sovereignty as competing interests.
You can only have two out of the three. My paper concludes that governments will not give up on democracy and national sovereignty and so of the "trilemma", globalization will give. No entirely but what I call "think globalization". That is, globalization
with a lot of national characteristics. Sort of like the English language. Different accents, different idioms, even different meanings for the same word. But recognizably English.</div>
<div><br>
</div>
<div>The other part on collaboration (i.e. Cooperation) was done by my colleague and she concluded that it was possible to have international cooperation. There will be some free-loading but it is possible overall.</div>
<div><br>
</div>
<div>In short, to encapsulate in a soundbite, it's "All for one but not one for all". All should aim for one Internet and in many areas it would be possible. But in many areas, it cannot be one Internet for all. Realistically, we have to allow for national
variations and it is already happening.</div>

<p class="MsoNormal">Montevideo Statement on the Future of Internet Cooperation</p>
<p class="MsoNormal"> </p>
<p class="MsoNormal">[Montevideo, Uruguay – 7 October 2013] -- The leaders of organizations responsible for coordination of the Internet technical infrastructure globally have met in Montevideo, Uruguay, to consider current issues affecting the future of the

<p class="MsoNormal">The Internet and World Wide Web have brought major benefits in social and economic development worldwide. Both have been built and governed in the public interest through unique mechanisms for global multistakeholder Internet cooperation,
which have been intrinsic to their success. The leaders discussed the clear need to continually strengthen and evolve these mechanisms, in truly substantial ways, to be able to address emerging issues faced by stakeholders in the Internet.</p>
