In continuation of what Mr. Ammar said, Cyber Security Task Force of Pakistan was formed by Senate committee on defense where Pakistan Information Security Assocition is leading it. This task force is working on cyber security strategy & policy of Pakistan as well as forming PK-CERT - National CERT of Pakistan. This task force has representation from civil society, academia, defense, private sector etc. In absense of National CERT, PISA-CERT is participating in some of the international initiative i.e. OIC CERT, APCERT etc.

To create awareness about cyber security challanges / issue, we are holding seminars, workshops, conferences etc in major parts of country i.e. Karachi, Lahore, Islamabad, Peshawar. Annual CyberSecurePakistan international conference is one example where we invite cyber security experts from different corners of world. The foundation of Cyber Security Task Force of Pakistan was also laid in CyberSecurePakistan 2013 Conference when government reconized role of PISA. Next conference is scheduled on January 10 - 11, 2014 with theme of Multistakeholder Cooperation to Combat Cyber Crimes.

Yes, +1 Doc Alejandro, indeed "a one-stop shop for cybersecurity is a dangerous illusion".

Ammar, if you already have a CyberSecurity Task Force, that at least will make it easier for other ogranizations and countries to engage and assist with CybSec issues. As contrasted against the Philippines where they may get duplicate or parallel requests from several government agencies and non-government orgs (of course, there is some advantage in this too, e.g. Alejandro's "it's not a bug, it's a feature".)

Recently our Dept. of Science and Tecnnolgoies ICT Office (the local ITU "focal point") was able to get an ITU-D consultant to critique our (then newly enacted) CybCrime law. Our Dept. of Justice coordinates closely and gets assistance from the Council of Europe. Our law enforcement agencies also get assistance and coordinate with Interpol and MLAC frameworks. APNIC has been CybSec workshops, especially outside the Metro. Some of APNIC's security trainors are themselves Filipino.

There is a SecureAsia conf http://www.informationsecurityasia.com/ here in Manila in early August, which ISOC-PK-Islamabad's Talha Habib will be attending, and we (ISOC-PH and our friends at PH-CERT) and we hope to have interesting discussions with him while he's here.
Dear Dr Alejandro,

Thanks for your prompt response. Since majority of stake holders in any country
are from private sector so a Public-private partnership for cyber security
initiatives are suitable plate forms.

Cyber Security Task Force has been established in Pakistan to engage all
relevant public & private sector stake holders and encourage them in all
required initiatives supported/supervised by a team of professional experts of
Cyber Security. We in PISA-CERT are already in contact with number of global
initiatives and now scale up our contribution as a cyber secure Pakistan. Pl see
details at www.PISA.org.pk.

I am former pioneering head of NR3C ( Govt initiative on Cyber Security ) and
currently heading PISA Pakistan and Chairman Cyber Security Task Force. We have
planned to Commemorate the year 2014 as year of “Cyber Secure Pakistan”.

Regards,
