<div>The panel, including speakers from UNESCO, ICANN, ISOC, IT for Change and the Swedish Ministry of Foreign Affairs, was intended as a follow-up to the Council's "<a href="http://www.ohchr.org/Documents/HRBodies/HRCouncil/RegularSession/Session20/A.HRC.20.L.13_en.doc">Internet
 Resolution" 20/8</a> adopted in August 2012, which re-emphasized that fundamental rights in the offline world are just as valid in the online environment. </div>
