<div>the IBSA proposal was torn into almost vaporous shreds in the IGF plenary in Nairobi that discussed it. </div>

<div>However, some of us predicted that the proponents, after taking the heat, would go back home and tell their superiors, "the opposition we got was from the usual suspects, which shows that we are right; let's go on, damn the torpedoes, full speeed ahead"
- and that seems to have become true now.</div>

<div>It is unlikely that this proposal for a new body will goo too far (though nothing is impossible.) Some governments and people will prefer to address this proposal over the more scary one of other countries about a voluntary agreement on cybersecurity,
thus glorifying it. </div>

<div>So, again, maybe not much will come out of the proposal, but it fouls the environment, and is one more thing to track. If it gains traction we must be out there to kindly explain its flaws.</div>
