The Finnish Government <a href="http://www.lvm.fi/web/en/pressreleases/-/view/1169259" style="text-decoration:none;color:rgb(52, 120, 227)" target="_blank">introduced</a> a universal Internet service requirement in July 2010. The first Finnish Internet Forum was held in September 2010, immediately after the 5th IGF in Vilnius.</p>
