I support this application.  Chennai (pop. 7 million) and Bangalore
(pop. 5 million) are two large metros, and would potentially draw from
completely different sets of members.  A person from Bangalore would
_not_ reasonably identify themselves as belonging to the "Chennai"
region. The main language spoken in Chennai (Tamil) is different from
that
spoken in Bangalore (Kannada).  A little known fact might be that in
pre-independent India (pre 1947), these were separate kingdoms.<br>
<br>
ISOC would be well advised to take into consideration the cultural,
linguistic and political tinderbox by calling Bangalore a part of the
Chennai region.<br>
<br>
In North American terms, it would be the equivalent of trying to say
that Washington DC & New York should merge chapters because they
are in the Northeast region of the USA.  Sébastien's proposal of one
ISOC chapter per country reads to me (in Indian terms) roughly as: "We
should only have ISOC-EU because all states in the EU are part of the
EU."<br>
<br>
Siva's case would be bolstered if ISOC Chennai changed its charter and
focused on being a regional organization.  But in its current avatar,
it is recognized as ISOC <u>Chennai</u> and as a result will be
constrained more by its geographic selection of the metropolitan region
of Chennai.<br>

F. List of Requirements
  <br>
There are no special statutory or regulatory requirements for
instituting a chapter of the Internet Society in Bangalore .This has
been verified by contacting the officials of other chapters in India
  <br>
(Delhi).
  <br>
  <br>
G. Additional Information
  <br>
Bangalore and ISOC:
  <br>
  <br>
We already have ISOC chapters in Delhi, Kolkata and Chennai but the
south west part of India doesn’t has any chapter as yet, which includes
some major Industrial and Technology hubs like Bangalore, Hyderabad,
Mumbai and Pune.
  <br>
  <br>
India is a developing country with the world’s second largest
population of 100 millions. Despite being an IT hub more than half of
its population still lives in villages and has no access to computers
  <br>
and internet. The challenges of improving Internet growth are
multifaceted and interrelated, particularly in developing countries.
They include, for example, access to technical skills and knowledge,
the regulatory and policy environment for information and
telecommunications services, and broader economic and market factors,
language diversity, and the diffusion and reliability of basic
infrastructures and services.
  <br>
  <br>
Being the IT hub and the most developed city of India Bangalore becomes
an obvious choice for opening a chapter. Bangalore is called the
Silicon Valley of India because of the large number of information
technology companies located in the city which contributed 33% of
India's Rs. 144,214 crore (US$ 31 billion) IT exports in 2006-07. It
has been recently declared as the India’s leading IT exporter and which
is India's third most populous city and fifth-most populous urban
agglomeration and is also a home to some of the most well-recognized
colleges, research institutions, Numerous public sector heavy
industries, software companies, aerospace, telecommunications, and
defense organizations.
  <br>
  <br>
In recent years, these attributes have propelled Bangalore to the
forefront of the high-tech industry boom in India. It has also been
ranked as one of the world's fastest growing urban areas.
  <br>
A chapter at Bangalore can serve the community in a much better way by
providing a better platform on both national and international level.
  <br>
  <br>
Other Information:
  <br>
  <br>
1>As soon as the chapter is chartered, ISOC Bangalore chapter will
have a state of the art web portal within a month.
  <br>
  <br>
2>Bangalore chapter of the internet society plans to host an annual
All India cyber security essay competition.
  <br>
  <br>
3>This draft of the chapter petition and the Bylaws submitted with
this application was circulated amongst and ratified by the 28 ISOC
Global members who are initiating the Bangalore Chapter. As and when
the chapter is chartered and more members join in, the bylaws will be
re-debated among the members present in the first meeting of the
chapter and any changes subsequently notified to the ISOC.
  <br>
  <br>
4>We expect the membership of the chapter to grow over 500 within
the initial few months itself.
