Hello Louis,

Thanks for your comments. I hope the practices of APQC are comparatively examined in this evaluation process.

It is not only that situations differ, but there other reasons why I feel that the "two rounds a year, $10,000 per chapter" process is sub-optimal. The size and scale of the projects differ from Chapter to Chapter. A certain chapter might be interested in taking up a micro-project that can't be taken up for want of $500 while a large and evolved chapter might wish to undertake some thing ambitious but limited by the $10,000 limit. If such a chapter comes up with a project that would significantly contribute to the ISOC mission and requires $100,000 or even more, why not? Here the rationale is that it is easier for ISOC HQ to reach possible sponsors on a large scale, than for a Chapter to do it on its own.

Also, a certain project may come up in a chapter for implementation during January, so to speak, and if the Chapter funding cycle timings do not coincide, the project would not fit in.

The assumption that in an ongoing process all funds available would get exhausted within months is wrong in a setting with a conservative administration.
Salut Patrick,

Of course, I understand the rationale behind the fact that there should be two rounds of applications. And it's fine with me. Nonetheless, I suggest that we take a look at APQC's practices (American Productivity and Quality Center). The rationale would then be to analyse a project with a given situation in a country or region and to decide if the project is good for this Chapter (or region). The purpose is to help improving a given situation and not to compare it with an other region, an other project. I'm not sure that Québec could be compared to Sivasubramanian's situation in India nore should it be compared to a new Chapter with little membership, and so forth.

Just trying to help improving the process...
Hi,

I have a similar story. Some years ago, while approaching the local
branch of a well known router and network equipment vendor for
sponsorship, I was answered that they already sponsored ISOC HQ and they
saw no need to contribute twice to the same organization.
Seems like there is a some work ahead for our communications department
to address these misunderstandings.
Also, Louise Houle's Questions, "Is there a need for opening such a
program with a limited period of time to apply ? Why isn't it just
available ? " are quite valid. Why don't we make Chapter Funding an
on-going process?
Speaking as a former member of the projects committee, I can say this:
The rationale behind the fact that we have 2 rounds of applications per
year is quite simple. The budget is limited. If it was an ongoing
process, this would mean "first come, first served" and we may end up
with the whole budget being used long before the end of the year.

Until recently, we received more proposals than there was money
available to cover them all. So, a selection process was needed, and the
project committee convened twice a year. Obviously, with an ongoing
process, comparing proposals is not possible.

Best regards,

Patrick Vande Walle
