Hello Connie Kendig,

I had a bad experience when I sent a proposal for matching funds. On a proposal to improve the diversity of participation in the IGF, I asked the Government of India for additional support by way of funds or in kind, and a Government Organization to which this proposal was sent made this comment:

"ISOC chapters in general, are expected to raise
funds from Industry and do a number of activities, and are not really expected
to approach for government funding like other NGOs. It will not go well with
ISOC also."

I thanked them for the response and told them that the comment was "unnecessary". But I have brought this comment to the list to indicate the difficulties faced by Chapters, especially the ones that haven't built up sufficient connections in finding sources for matching grant.

Also, Louise Houle's Questions, "Is there a need for opening such a program with a limited period of time to apply ? Why isn't it just available ? " are quite valid. Why don't we make Chapter Funding an on-going process?

Edouardo and Franck made good points.

I would like to raise a question: Is there a need for opening such a program with a limited period of time to apply ? Why isn't it just available ? Funds are available or they aren't. And projects would be submitted when mature.

Secondly, matching funds is a requirement that we see in governmental programs targeting businesses? Chapters are non profit orgs and many of them don't cash money on a regular basis because it's not their «raison d'être» (reason to be). Many chapters don't have any regular staff to take care of that. Maybe some projects should be funded without meeting such a requirement.
Dear Chapter Delegates:

As you may know, the current application cycle for the ISOC Project Funding programme is closing today. To date we have received a very small number of applications; typically we receive 30-40 applications. To date we've received 14 for this round.

I am writing to you today to request your feedback on why we have received such few applications for grant funds. I welcome your candid responses both on or off list.

Five chapters have applied for funding and eight global members.

Thank you for your feedback.
